A plan to cut greenhouse gases by almost a third over the next decade has been put forward by the Obama administration.
The US government says it would cut greenhouse emissions by 26 to 28 per cent below 2005 levels by 2025.
The plan has been sent to the United Nations ahead of a global climate change summit in Paris in December.
Brendon O'Connor from the United States Studies Centre told Greg Dyett, President Obama's plan relies on executive authority.
