A key crossbench senator warns it "fails the pub test" to allow the dress uniforms of Australians troops to be made overseas.

The $9 million contract has been awarded to Australian Defence Apparel which is manufacturing the uniforms in China, the ABC reports.

"What's really on parade here is a failure to support Australian jobs by people that seem to know the price of everything and the value of nothing," Nick Xenophon said in a statement.

Defence has said the tender represented best value for money.

"Australian Defence Apparel was selected as the preferred tenderer, following an open competitive process," the department said.
