Labor senator Sam Dastyari has described the scene after a van ploughed into pedestrians on London Bridge as one of panic, fear and chaos.

Police say they are dealing with an incident that happened around 10pm on Saturday night (local time) but gave no further details while the London Ambulance Service said it was sending multiple resources to the incident.

Police are responding to a second incident at Borough Market.

Mr Dastyari, who was dining nearby in London at the time of the "horrific" event, said he was "locked up in this little room upstairs at a restaurant" adding the whole city was in lockdown.

"This literally happened 20 metres from where we were and we could hear it all and were taken past the bodies," he told Network Nine on Sunday.

"There is a lot of fear, confusion, panic, a lot of elderly people being helped and carried. A lot of shock."

A witness has told Sky News they heard gunfire near the iconic bridge after the van hit pedestrians.

Another witness has told Reuters she saw three people with their throats apparently cut on London Bridge.

Mr Dastyari said it was too early to make assumptions into the incident but praised the work of authorities.

"It's graphic. There is no other way of describing it. It's confronting. The sheer sense and wave of panic that runs through people," he told Network Nine.

"I mean, of course there is panic, of course there is fear, of course there is chaos, but that being said I think amongst all of that the way in which the London police are handling this situation is a real testament.

"These are horrible events, but in horrible moments communities come together as well and you can really see that happening in London."
