Path set for energy guarantee in 2019

Most of the states and territories have backed a federal government plan for a national energy guarantee, but what comes next?

WHAT'S NEXT IN ENERGY POLICY DEBATE?

* Victoria, NSW, Tasmania and federal government have agreed more work should be done on "national energy guarantee".

* Queensland's position will be known after the November 25 state election.

* South Australia and ACT disagree with NEG and say modelling of alternative policies such as the clean energy target (proposed by Chief Scientist Alan Finkel) and emissions intensity scheme (proposed by Labor) is needed. SA will commission its own modelling.

* Energy Security Board will do detailed design, involving consultation with the states, industry, consumers and other stakeholders.

* COAG Energy Council will meet in April 2018.

* Reliability guarantee is due to start in 2019.

* Emissions guarantee will start in 2020, replacing the renewable energy target.
