A Perth man who kept a dog in a cage so small she couldn't move around has been banned from being in contact with an animal for five years and fined $2000.

A Perth man has been banned from owning or being in contact with an animal for five years after he kept a Husky dog in a cage so small she couldn't raise her head.

Nan Zhao, 22, pleaded guilty in the Perth Magistrates Court to one count of causing a dog harm and was also fined $2000 for the offence.

When an RSPCA inspector found the 15-month-old old female named Lucky following a tip-off from the public, she could not move around and had no shelter from the weather in the cage, which was rusted shut and had to be broken so the dog could be removed.

The cage also had compounded excrement at the bottom of it.

Chief Inspector Amanda Swift said Lucky was immediately seized and remains in RSPCA care.

She thanked the public for bringing Zhao's actions to the RSPCA's attention.

Chief Insp Swift said pet living areas must take into account the animal's size and the length of time they will spend in there, provide protection from fear, distress, discomfort and weather conditions, and have enough space for behaviours including feeding, resting and playing.

The RSPCA hopes Lucky will be ready for adoption soon.
