Prime Minister Malcolm Turnbull has stopped short of ruling out the return of his predecessor Tony Abbott to the frontbench, as part of a Cabinet reshuffle expected early next year.

But he says among the considerations when making changes to his ministry is the need for renewal and new talent.

As Helen Isbister reports, the latest developments were prompted by the sudden departure of two federal MPs.
