Prime Minister Malcolm Turnbull's promise to put a floor on what the states receive as a share of the revenue they raise from GST still stands, although it is still a few years away before it can be implemented.

When Western Australia's share reaches 70-75 per cent in 2019/20 as expected, compared to the much criticised 30 per cent now, the commonwealth would seek to set a floor so that no state was disadvantaged.

"As the prime minister I can't take one state against all others, so what we have got to do .... is bring them along together," Mr Turnbull told 6PR in Perth on Monday
