Prime Minister Gillard has announced a new form of recovery payment for flood-hit Australians
The Disaster Income Recovery Subsidy is for those who cannot carry out work to earn their normal income due to flooding.
Gillard said she wanted to assist those who were 'doing it tough.'

Employees, small business producers or primary producers will all be able to apply, she said, after undergoing an income test.
The payment would be made 'in circumstances where people haven't been able to access other federal government patyments.'
She said the proposal would cost in the order of tens of millions of dollars.
