Malcolm Turnbull has asked Australia's law enforcement agencies to test their response to a mass casualty attack.

The prime minister, delivering his first national security statement to parliament, said the work was in addition to the extensive reform of laws that give agencies the tools to help keep Australians safe from terrorists.

"Such an attack leaves little, if any, room for negotiation," he told parliament on Tuesday.
