Labor's Tanya Plibersek has accused the prime minister of hypocrisy for lecturing other countries about climate change ahead of the Paris conference.

"Malcolm Turnbull is going to Paris with Tony Abbott's policies. He's stopped on the way (in Malta) to lecture other leaders on doing more, when we're actually doing less," the deputy federal opposition leader told reporters in Sydney on Sunday.

The comments come as tens of thousands of protesters gather in Sydney CBD to urge leaders to take action on climate change in a series of rallies around the world.
