The federal government has failed to set immigration targets when it released a major report into Australia's population.

The strategy signals a shift from former Prime Minister Kevin Rudd's 'Big Australia' and focuses on moving populations away from big cities and into regional areas.

But the Opposition says the report is simply a rehashing of government announcements.
