Federal Labor says Prime Minister Malcolm Turnbull is sending mixed messages on the government's climate change policy.

Mr Turnbull is in Paris for international climate talks and is reportedly leaving the door open to increasing Australia's carbon emissions reduction target if there is global agreement, The Australian reports.

Opposition climate spokesman Mark Butler told ABC Radio that Australia will be at the back of the pack if it sticks with former prime minister Tony Abbott's policies and pointed out that foreign minister Julie Bishop had insisted several weeks ago there would be no shift.
