Prime Minister Malcolm Turnbull has no doubt at all of Russia's culpability in the shooting down of flight MH17, killing all 298 on board including 38 Australians.
Mr Turnbull said not many other people had any doubts either about what happened to the Malaysia Airlines plane over eastern Ukraine in 2014.
"Russia is blocking action by the UN Security Council to take international criminal proceedings against the criminals that did this and we will continue to press Russia on that," he told Neil Mitchell on radio 3AW on Friday.
A Dutch-led investigation has found close to 100 people were linked to the transport and firing of the missile and that it was driven from Russia into an area of eastern Ukraine controlled by Moscow-backed rebels.
Mr Turnbull said Australia would continue to press Russia to take action against those responsible.
"Obviously I can't be optimistic about changing President Putin's mind here and they do have a veto on the security council," he said.
Mr Turnbull said Australia was looking at other options and discussing possible legal action by the Netherlands.
