Prime Minister Malcolm Turnbull insists a decision on a potential loan to finance a rail line for the Adani coal mine in Queensland is going through an independent process.

The $21.7 billion Carmichael project was approved in December but has faced serious opposition from environmental groups.

The federal government is considering a bid from Adani for a $1 billion concessional loan from its Northern Australia infrastructure fund to help build a rail line servicing the mine.

Mr Turnbull told reporters in New Dehli he was looking forward to meeting businessman Gautam Adani during his official state visit to India.
