Tony Abbott has a message for Australians about budget measures stalled in the Senate: watch this space.

The prime minister flagged the government would develop alternative proposals in a bid to win parliament's approval.

First cab off the rank is the controversial Medicare co-payment.

Instead of a $7 charge on all Australians, it's now an "optional" $5 co-payment on all but pensioners and children under 16.

"So if at first we find one set of proposals blocked or obstructed, we will come up with a different set of proposals," Mr Abbott told reporters in Canberra on Tuesday.

"Watch this space. This is a government which is determined to be better and better in the weeks and months ahead."

Mr Abbott has recently talked about having to remove "barnacles" from the government's agenda.

So far he has made three significant changes: modified the government's position on Defence allowances and pay; flagged a less generous paid parental leave scheme and announced a revised Medicare co-payment.
