A day after Victoria Police members shot at two people - hospitalising one - their union has warned it's lucky no officer has been killed in the past year given the flood of firearms on the state's streets.
Police Association secretary Ron Iddles on Thursday said officers were nowadays "hyper-vigilant" at all times - even during what was once the "simple process" of making an arrest.
Officers on Wednesday shot a man in Dandenong and exchanged gunfire with a woman in Keysborough.
"Every officer (now) has to assume everyone they are going to arrest is armed and I don't think that's a good state to be in," Mr Iddles told reporters in Melbourne.
"It's very lucky that we haven't lost a member in the past 12 months."

The two shootings were a reminder of the dangers officers faced but weren't linked to increasing hostility directed law enforcement, Police Minister Lisa Neville said on Thursday.
"In terms of these particular incidents they relate to particular people known to police," Ms Neville said.
Police shot a man in the torso in Dandenong on Wednesday afternoon after he ran from his car during a routine check, jumped fences, tried to carjack another driver and then pointed a gun at officers.
The 26-year-old remains under police guard at Dandenong Hospital after undergoing surgery.
Police officers also exchanged gunfire with a woman during an early morning raid in Keysborough.
She's since been charged with attempted murder and a raft of other offences.
No one was injured in the Keysborough shooting and drugs were seized from the property.
A man - arrested at the scene along with the alleged gun-toting woman - has been charged with drug trafficking.
In early September an officer shot and killed an alleged car thief after being pinned to a factory wall by a stolen van.
