Thousands of extra Victorian children will be treated at the Royal Children's Hospital under a Labor pledge, while the Liberals offer support to new mums group.

WHAT THEY PROMISED

LABOR:

* Energy companies who wrongfully disconnect customers will have to pay a $250,000 civil penalty. An end to energy market door-to-door sales and cold-calling telemarketers

* $31 million to expand Melbourne's Royal Children's Hospital

* $800,000 to Surfing Victoria to teach surfers CPR skills, basic first-aid and board rescues, and introduce a modified program into some secondary schools

* $200,000 to Surfing Victoria to develop a program for surfers to help scuba divers

LIBERALS:

* An extra $700,000 to expand support group, The Babes Project, in Melbourne's east

* Foster and kinship carers will get another $1500 each per year to help cover expenses, while carers in regional Victoria would also get 10 per cent extra
