A severe weather warning has been extended across Victoria as heavy rains continue to soak the state.
The Bureau of Meteorology extended the warning south and east on Tuesday evening to include the Otways and Eastern Ranges.
Heavy rain and flash flooding are still a possibility for the Mallee, Northern Country, Wimmera, North Central, Central, Southwest and Northeast districts during Tuesday and into Wednesday.
Another 20-40mm could fall in other parts of the state in the next 24 hours as a strong rainband crosses Victoria.
In the 31 hours to 4pm on Tuesday, Bullengarook in the Macedon Ranges received 49mm of rain and Blackwood recorded 47mm.
Several Ballarat residents have already called the SES with fears that flooding in garages, backyards and paddocks could soon affect their homes.
SES spokeswoman Jacque Quaine told AAP on Tuesday heavy rains for the Ballarat region could come late on Tuesday and no one had been relocated yet.
She said the SES has received about 100 calls statewide since midnight.
Incident control centres have been opened in the northwest, midwest and southwest.
Melbourne's heaviest rain will come about dawn.
"Moderate rainfall through Melbourne at about dawn tomorrow will make for a really wet commute," senior forecaster Michael Efron told AAP on Tuesday.
Moderate flood warnings are in place for the Glenelg River catchment, where some homes and businesses were flooded at the weekend, and the Loddon River catchment.
Minor flood warnings are in place for several rivers, including the Campaspe and the Werribee River at Ballan.
Reservoirs in the state's central areas were overflowing, including the Malmsbury Reservoir.
