MOSCOW (Reuters) - Russian President Vladimir Putin, Qatari Emir Sheikh Tamim bin Hamad al-Thani and FIFA President Gianni Infantino will take part in a ceremony on Sunday handing over the hosting of the soccer World Cup, a Kremlin official said on Friday.
