Queensland budget estimates hearings have ground to a halt for the second day in a row as ministers and opposition MPs get bogged down in procedure.

Queensland budget estimates hearings on Wednesday have ground to a halt due to a dispute over questions on the government's vegetation management laws.

Liberal National Party MP for Buderim Brent Mickelberg asked Labor Agriculture Minister Mark Furner about comments he made empathising with farmers who were affected by the Labor government's vegetation management laws.

"When did you exercise your voice, and was it only when you voted on these unfair laws?" Mr Mickelberg asked.

However Committee Chair, Labor MP Chris Whiting, ruled the question out of order, which Mr Mickelberg dissented to, leading to an extended recess for the committee to debate the issue.

When they returned around 15 minutes later, Mr Mickelberg tried to ask a similar question but was again shut down, and moved on to a different subject.

It is the second day in a row that estimates hearings have been disrupted by arguments over procedure.

On Tuesday, Economics and Governance Committee Chair, Labor MP Linus Power, temporarily halted proceedings after multiple interjections from LNP members on points of order as Premier Annastacia Palaszczuk took questions.

Labor government members of committees across both days have raised objections to opposition members' questions, citing their argumentative nature.

The LNP meanwhile has taken issue with government ministers, they claim, deliberately filibustering with long answers to wind down the clock and avoid difficult questions.

State budget estimates is an opportunity for ministers and their department heads to be grilled about their portfolios and how taxpayer money is being spent.
