Adani and the Queensland premier are at odds again, this time over the Indian miner's plans for a rail corridor.

Adani and the Queensland premier are again at odds, this time over the company's plans for a rail line to get coal from its controversial mine to the coast.

Adani has accused the state government of constantly shifting the goal posts for it's planned coal mine in the Galilee Basin.

The Indian miner wants the government to say when it will sign off on management plans for groundwater and a rare finch, so construction can begin.

But a letter obtained by the ABC has suggested there's a new point of contention.

Premier Annastacia Palaszczuk wrote last week to Adani chief executive Lucas Dow, urging him to submit outstanding plans for the mine's rail link.

Adani has responded by saying the rail plans aren't needed for construction of the mine to begin.

"The remaining plans will be required as the project moves through its various stages, just like any other project, but are not needed in order for us to start construction," a spokeswoman for the company said.

The letter was sent to Adani on April 5, just before the federal government gave its approval for the groundwater management plan, which the state must also endorse.

"I understand the new rail design you announced last year has yet to be completed, as is a detailed hydrological study for the rail corridor," Ms Palaszczuk wrote to Mr Dow.

"Further, I am advised that a lease application for 37 kilometres of the prospective rail corridor, including a work program with evidence of commitment to starting construction, is yet to be lodged.

"The Queensland Government is committed to working with Adani to finalise these matters, and I understand the relevant departments have been communicating outstanding requirements and timeframes to Adani."
