Federal Treasurer Scott Morrison has labelled the Queensland government's persistence with a renewable energy target "a muppet of a proposal".

Mr Morrison is spruiking the federal government's new energy plan, announced this week, which it claims will save households up to $115 a year by 2030.

The plan ditches the Clean Energy Target proposed by Chief Scientist Alan Finkel in his report this year, which is supported by the Queensland government.

Mr Morrison said the Palaszczuk government's target of 50 per cent renewable energy by 2030 was unsustainable and would lead to higher electricity prices.

"It's nuts ... because it means people under this system will have to pay more and it would probably mean they would be subsidising emissions reduction in NSW," Mr Morrison told ABC Radio.

"I think it's a muppet of a proposal."

But Queensland Energy Minister Mark Bailey said the federal government lacked detailed modelling and their claims about savings were essentially a guess.

"There's a real lack of detail coming from the federal government," Queensland Energy Minister Mark Bailey has told ABC radio.

"They've had time to do TV ads but they haven't done the modelling and that's a real concern."

Under the federal government's Energy Guarantee, power retailers would have to meet targets on reliability and emissions but how they achieve the targets is left up to them.

A reliability guarantee level will be set by the Australian Energy Market Commission and Australian Energy Market Operator, and penalties for retailers missing the guarantee have yet to be determined.

The emissions guarantee will be enforced by the Australian Energy Regulator.

Prime Minister Malcolm Turnbull has described the plan as a "game changer" and Dr Finkel has given it his blessing.

However, Labor claims the the policy could deliver as little as a 50 cent per week saving from 2020, and there was not enough detail for governments or industry to support it.
