Treasurer Andrew Fraser has launched the pre-registration stag signalling the start of the state government's planned four billion dollar float as part of its asset sales.

He's announced incentives for mum and dad investors including a discount to institutional investors and loyalty bonus shares if they hold onto their shares for a specified time.

The pre-registration stage closes on October 8 and the Share Offer is expected to open two days later.
