WHAT WE LEARNED

* Malcolm Turnbull will bring in his legislation to set an emissions reduction target when he has the numbers to pass it.

* The government won't be supporting an independent social security commission, proposed by independent MP Cathy McGowan.

WHAT THE GOVERNMENT WANTED TO SPIN

The government is doing everything it can to bring power prices down.

WHAT LABOR WANTED TO TALK ABOUT

The prime minister does not command the support of the parliament, meaning his government is on shaky ground.

WHAT THEY SAID

"My question is to the CURRENT prime minister." - Labor MP Ged Kearney.

"Can the prime minister confirm he will not be legislating his own energy policy because he cannot command the support of his own government in this parliament?" - Opposition Leader Bill Shorten.

"The government introduces legislation when it knows that it can pass through the House of Representatives and ... we are not able to be assured of that at this stage." - Prime Minister Malcolm Turnbull, whose coalition has a one-seat majority.

"They have an emissions reduction target that has one destination - it isn't Paris, it is higher prices." - Treasurer Scott Morrison on Labor's energy policy.

"I think the question has rambled to its end." - independent MP Cathy McGowan after an answer from Social Services Minister Dan Tehan.
