Rebel MP Geoff Shaw has voted in support of the Victorian government's business program, after voting against it during the last parliamentary sitting.
Earlier this month Mr Shaw, who holds the balance of power in the parliament, voted against the program, making it more difficult for the government to run the business of the week.
The move led to speculation that Mr Shaw may not support this year's budget.
Mr Shaw on Tuesday voted with the government to support the business program, which passed by one vote.
Earlier, Premier Denis Napthine said how Mr Shaw voted was a matter for him.

"Those decisions are decisions that'll be made by Geoff Shaw and any questions about which way he wishes to vote are best directed to Geoff Shaw," he told reporters.
