Opposition Leader Bill Shorten has had "civil" discussions with the prime minister over a referendum to recognise indigenous Australians in the constitution.

Following a meeting with Malcolm Turnbull in Sydney, Mr Shorten said a 2017 date for the national vote would still be the aim in an "ideal world" but insisted he'd wait to hear the recommendations of the referendum council.

"We both agree that more progress on that would be desirable," Mr Shorten told reporters on Thursday of his talks with Mr Turnbull.
