The office of Papua New Guinea's Prime Minister has refrained from commenting on controversial allegations concerning the Bougainville War.
An SBS report revealed the existence of a damning affidavit, written by Prime Minister Michael Somare in 2001.
In the document, Somare blamed the conflict - which started as a rebellion against the island's giant Panguna mine - on the mine's owners Rio Tinto.
