The South Australian opposition has vowed to again block the state government's controversial bank tax.

The levy, which was blocked by one vote in parliament earlier this month, is expected to come before the upper house for a second time on Tuesday.

Opposition Leader Steven Marshall says the Liberals remain firm in their belief the tax will not create jobs and will scare off investment.

He says it's time for Treasurer Tom Koutsantonis to "swallow his pride and dump the toxic state bank tax for the good of the South Australian economy".

"It will not help create a single job, will not generate a single dollar of investment, and will ultimately be paid by South Australians," Mr Marshall said.

The proposed tax will apply to Australia's big banks and is expected to raise about $360 million over the next four years.

The measure is similar to the federal government's bank levy.

Premier Jay Weatherill remains hopeful the tax, part of the wider budget measures bill, will pass despite facing an uphill battle.

"We are advocating strongly with the SA community so they can put pressure back on their members in parliament to get them to support this bill through the upper house," Mr Weatherill said.

"We hope that it will pass this week, but obviously we are in the hands of those elected members."

The proposed levy has also drawn criticism from Business SA and the Australian Bankers' Association.
