In a paper published by the conservative think-tank the Centre for Independent Studies Jereme Sammut argues the current Medicare system encourages what he calls unnecessary consultations and tests.
He claims in his paper Medicare is inequitable because patients with the greatest health needs queue for treatment at overcrowded public hospitals, while patients with minor or trivial health needs receive free or highly subsidised GP visits on demand.
He wants bulk billing scrapped and Medicare replaced with a system that only protects people against the risk and high cost of exceptional health events.
There is currently bi-partisan support in Australian politics for the existing Medicare arrangements.
