Victoria's Young Liberals want to scrap luxury taxes for expensive foreign cars.

Their motion, to be presented to the Victorian state council on Saturday, argues the almost-dead local automotive industry no longer needs protection.

The Sydenham branch has put forward ideas more common at a Greens conference, including local rainwater recycling, a 40 per cent tree canopy for all Victorian towns and cities, and a rail link to the airport.

The Young Liberals say the car industry has been given more than $30 billion from taxpayers in cash and tax support.

"Announcements from domestic car manufacturers Ford, Holden and Toyota that they intend to move production offshore mean that this protection is no longer required," the Young Liberal motion says.

"The luxury car tax, being one of those measures, should now be scrapped."

The Sydenham branch wants to see a state-wide approach to rainwater recycling, and a 40 per cent tree canopy target by 2040 for cities and towns.

It also wants to revive the Melbourne Airport rail link, which was scrapped when Labor won the last election.

The Liberal Women's Council is calling for the GST to be removed from feminine hygiene products.

The two-day Geelong meeting is expected to hear from Foreign Minister Julie Bishop on Saturday, and state opposition leader Matthew Guy on Sunday.

The weekend event will be the Victorian party's first major gathering since former state Liberal director Damien Mantach was charged with 44 counts of fraud over allegations he stole $1.5 million in party funds.
