Secret Vic East West files to be released

Incoming Victorian premier Daniel Andrews says he will release all documents, including sensitive cabinet files, surrounding the controversial East West Link which he plans to dump.

In an unprecedented step, Mr Andrews says the release of information will include confidential cabinet documents, which can remain secret up to 30 years.

"That is a very important step, in some respects an unprecedented step, but the public interest is served by doing that," Mr Andrews told reporters on Monday.

"The incoming Labor government has a very clear mandate to end the secrecy on this botched and rushed project."

Details of the East West business case, contracts and details of a side deal are expected to be publicly released this week after the Andrews government is sworn in.

The Labor leader on Monday also had his first conversation with Liberal Prime Minister Tony Abbott, who is unhappy with Labor's pledge to axe the East West Link project.

"He invited me to break my commitment to the Victorian people around East West Link and I indicated to him - in a very respectful way - that I would not be doing that," Mr Andrews said.

The federal government had provided $1.5 billion to stage one, with the same amount for stage two, with Mr Abbott refusing to reallocate that funding to other projects. The Labor government could have to pay up to $1.1 billion in compensation to the consortium if the contracts are ripped up.

But Mr Andrews is hopeful of changing Mr Abbott's mind.

"He wants to be an infrastructure prime minister, I want to be a premier that is about outcomes and delivering on all the commitments I've made. I think there is some common ground there," he said.

Mr Andrews said he looked forward to catching up with Mr Abbott in person for more discussions when he was next in Victoria.

The Labor leader also paid a courtesy call to Governor Alex Chernov, who will swear in the new Andrews government later this week.

Mr Andrews is still to determine his front bench, which is expected to be chosen on Wednesday or Thursday, which will include at least one new face with his planning spokesman Brian Tee losing his seat.

Sticking to his vow "not to waste a day", Mr Andrews said he also expected the resignations of all Ambulance Victoria board members by the week's end as part of his promise to end the paramedics pay dispute.

An administrator would then be appointed in the interim while the vacancies are filled with the "best and brightest" members.

He will also refer the ambulance industrial dispute to the Fair Work Commission on Friday.

Mr Andrews is due to meet Chief Commissioner Ken Lay on Monday for a briefing on the force's priorities, and will meet contenders to run the proposed royal commission into family violence.
