The Senate has called for an overhaul of the political donations system, including a ban on overseas donations.

The Labor motion, agreed to in parliament on Tuesday, calls for a $50 cap on anonymous donations and a donation disclosure threshold of $1000.

The government opposed the motion, with frontbencher Scott Ryan saying Labor failed to change the rules during its six years in government.
