Senior Comancheros are among 21 people arrested in pre-dawn raids in Melbourne over firebombings on a strip club and rival gang clubhouse.

They've allegedly been linked to more than 20 non-fatal shootings.

Fifteen men and six women were arrested when police stormed 26 homes and a factory linked to the gang in Melbourne at 5am on Tuesday.

Police expect to lay drug trafficking, firearms and arson charges against 13 of those arrested, assistant commissioner Stephen Fontana says.

"Including (charges over) a firebombing of the Rebels outlaw motorcycle gang chapter at Dandenong in October and other serious offences," he told reporters on Tuesday.

Watch the Victorian Police Assistant Commissioner speak to the media:

The gang is also accused of being behind drive-by shootings and arson attacks on Kittens strip clubs in Melbourne's south.

A large collection of drugs were seized in the raids, including cocaine, methylamphetamine, GHB, cannabis, ecstasy and steroids.

Cars, jewellery, phones, computers and cash were also seized.

Senior members of the gang were among those arrested and expected to be charged, Mr Fontana said.

"The investigation's been a really dynamic operation...we've actually disrupted a lot of activity throughout that period, including other drive-by shootings, non-fatal shootings and firebombings," Mr Fontana said.

"This isn't the end of it. It's been a very extensive investigation conducted by the task force but we will continue our efforts. These groups don't stop."

Police will allege the gang is responsible for more than 20 non-fatal shootings, four arson attacks, serious drug trafficking and firearms offences.
