Victorian balance-of-power MP Geoff Shaw has sided with the opposition to stall government business in the parliament, even under a new Speaker.

In the first vote under new Speaker Christine Fyffe, Mr Shaw voted with Labor to stall the government's business agenda for the week, a decision likely to stall the passing of legislation.

The independent Frankston MP previously sided with Labor late last year to block the program, a step that delayed the passage of several bills.

The tactic came despite embattled Speaker Ken Smith quitting on Tuesday, the first day of the parliamentary year.

There were chaotic scenes in parliament last year as the opposition tried to force a vote of no confidence in Mr Smith, after Mr Shaw announced he no longer supported the Speaker.

The chaos led to the Speaker shutting down parliament for two days and the suspension of two Labor MPs.
