A witness to a fatal shooting in north-western Sydney has described how she heard gunshots, followed by the smell of gun smoke.

Emergency services were called to the scene outside the Castle Hill Police Station shortly after 12.50pm (AEST).

A crime scene has been established.

The locals Hills News reports that a Toyota ute was involvled, adding an armed police officer climbed the rails of the adjacent shopping centre moments after.

Terry, a witness who was in the nearby area, has told the Fairfax Radio Network she heard three loud "plops", and then smelled gun smoke.

She says traffic has been blocked off in the area.

It's unclear at this stage whether a man or woman died, or whether the incident involved an officer.
