Opposition Leader Bill Shorten has ruled out hiking income taxes to provide money to the states for hospitals.
The federal government has floated the idea of the states levying an income tax, as the cost of providing health care puts pressure on their budgets.
"Their idea is to pass the cost of the (federal) budget onto household budgets by increasing income tax - that is not a solution to help the sick," Mr Shorten told reporters in Melbourne on Wednesday.
