Bill Shorten has written to Malcolm Turnbull seeking to co-author a submission to the Fair Work Commission on penalty rates.

The Labor leader says in his letter to the prime minister a joint submission should be put to the independent umpire arguing for the importance of penalty rates for the retail and hospitality sectors.

"I extend this offer to co-author a submission on penalty rates with your government in a spirit of bipartisanship," Mr Shorten wrote.
