Labor deputy leader Tanya Plibersek says Bill Shorten has seen off one coalition prime minister and will see off another.

Mr Shorten has just 15 per cent support as preferred PM according to the latest Newspoll but Ms Plibersek said that low level was just because there was a sense of national relief that Tony Abbott was no longer prime minister.

Voters would start to think twice when they took a closer look at Malcolm Turnbull and saw he was just Tony Abbott lite.

"Bill Shorten's seen off Tony Abbott and he will see off Malcolm Turnbull," she told ABC television.

Ms Plibersek said he had all of the same Tony Abbott policies.

"He's just putting a different face on those policies," she said.
