Labor leader Bill Shorten is set to address a national small business summit about his plans for the sector.

Mr Shorten will be speaking at a breakfast event in Melbourne on Friday morning, hosted by the Council of Small Business of Australia.

The peak body is concerned Labor's planned crackdown on trusts could hurt small business, alongside its promise to reverse cuts to penalty rates.
