Greens leader Richard Di Natale has declared Opposition Leader Bill Shorten will be the next prime minister of Australia.

Senator Di Natale says Australia is facing a change of government when voters next go to the polls, arguing it is time to turf the "disgraceful and undeserving" coalition out of office.

"I'm realistic enough to know that going into the next election, what we're really facing is a change of government," he told the National Press Club on Wednesday.

"Barring a catastrophe, we are going to see Bill Shorten as the next prime minister of this country."

Senator Di Natale said the Greens would be critical to holding a future Labor government to account on corporate tax cuts, coal mining and asylum seekers.

He expects Labor to command an overwhelming majority in the House of Representatives after the election, and doubts they will deliver on climate change, offshore detention or funding for the ABC.

"No, they won't, and that's why we need to have the Greens in the Senate."
