Should Facebook content be regulated?

Prime Minister Kevin Rudd has floated the idea of an 'online ombudsman' after Facebook tribute pages were defaced with pornography and comments about alleged killers and suspects in murder cases. Should social networking sites be 'regulated' by a third party, should the likes of Facebook take responsibility, or individuals, or should it be 'uncensored?
