Should low earners get help under a carbon tax?

The government says low to middle income earners and pensioners will receive compensation for the effect a price on carbon has on them. Julia Gillard says over half of the money taken in tax will be paid back to these households, but not indefinitely.Should lower-income earners receive this help beyond the first few years of the scheme?
