Coalition MPs are seeking to exploit reported divisions within Labor over proposed citizenship changes.

Coalition MPs are calling on Labor to support changes to citizenship laws the opposition hasn't yet seen.

Liberal backbencher Sarah Henderson said citizenship was a privilege and Labor's "loony left" were at odds with leader Bill Shorten.

"Again today we see a situation where Labor is in strife, where there is more internal war between Labor MPs over our citizenship tests," she told reporters in Canberra on Thursday.

Labor senator Lisa Singh has written to Immigration Minister Peter Dutton arguing the changes don't help make Australia safer as the government claims

"They undermine the values of tolerance, inclusion and a fair go for all which makes our nation great," she said.

Labor MPs Anne Aly and Madeleine King have also spoken out against changes which Mr Shorten says look reasonable.

Shadow treasurer Chris Bowen said the opposition "wouldn't mind seeing the legislation".

"This was released to great flurry a couple of weeks ago, we were told it was important and urgent," he told reporters.

''It's a bit rich for the government to beat their chest and say we must vote for legislation we haven't seen."

The flagged measures include stricter English language requirements, a test on Australian values and four years residency.

"You're going to have to learn," Liberal MP Luke Howarth said.

"It's that simple. You've got to be a resident for four years and we want people to come to this country to be able to learn English."

But Labor frontbencher Tim Hammond said government calls on Labor to support the changes were "a lot of white noise."

"I tell you what, if an adherence to proper grammar was a requirement of success in this country (Deputy Prime Minister) Barnaby Joyce would never be allowed to answer a question in question time," he said.
