More than half of Commonwealth member countries are classified as small states - that is, they have relatively low populations compared with the big members like India and Nigeria.
Time will be devoted to the particular issues of small states in the lead up to, and during, the Commonwealth Heads of Government Meeting, or CHOGM, in Perth.
The Commonwealth already has a Small States program to support their integration into the global economy and building their resilience and competitiveness.
But leaders of three of these small states have told SBS, more can be done.
