Smoking is already banned at children's playgrounds, public transport stops and stations, sports fields, public swimming pools and entrances of public buildings.

The changes to the Smoke-free Environment Act 2000 mean smoking will be banned in the outdoor areas of hotels, clubs, restaurants and cafes. The ban extends to areas within four metres of eatery entrances.

The bans apply to any ignited smoking product including cigarettes, pipes and  water-pipes.

The legislation is aimed at reducing the exposure to second-hand smoke.

Authorised inspectors will be enforcing the ban by monitoring outdoor dining areas.

NSW Health said proprietors and managers will be required to stop people from smoking in smoke-free areas.

Individuals flouting the law will be fined $300, businesses face a $5500 penalty.

The NSW Cancer Council has welcomed the ban on smoking in and near pubs and restaurants across the state, saying there's no safe level of second-hand tobacco smoke.

'We are delighted that second-hand smoke will no longer be a worry for patrons,' the cancer council's head of tobacco control, Scott Walsberger, said.

The final stage of the NSW government's outdoor smoking laws have come into force on Monday, prohibiting people from lighting up in commercial outdoor eating areas and within four metres of eatery entrances.
