The federal government insists its tax package will be in stark contrast to Labor's, but won't say whether it comes with personal income tax cuts.
Treasurer Scott Morrison has dampened expectations his first budget will cut income and company tax, telling a business summit they can only be achieved within "budget after budget".
Cabinet minister Mitch Fifield on Wednesday told ABC radio the coalition's tax package will be revealed before the budget and provide a "very stark contrast" to Labor plans.
Labor frontbencher Penny Wong says the opposition has more tax plans on the table than the government.
"The treasurer's time so far has been characterised by tough talk followed by capitulation," she told ABC radio.
Liberal Democrats senator David Leyonhjelm said the government knows income tax cuts are needed but lacks the courage of its convictions to explain that to the public.
"It is bizarre, the economic narrative that we were promised is missing in action," he told reporters.
