Queensland Premier Anna Bligh has denied the government has tried to gag emergency volunteers involved with the state's flood inquiry.

Vivienne Jamieson, a Grantham rural fire brigade volunteer, told the Queensland flood inquiry on Wednesday she felt under pressure to destroy a report about events before the deadly January 10 flood hit the Lockyer Valley, west of Brisbane.

Other fire brigade volunteers have said on one occasion the government's barristers had turned up at a commission interview and employees were told to consider the law on public servants speaking out.

The premier issued a statement on Wednesday night saying she has ordered her director general to issue a memo to all public servants telling them they are free to contact the flood inquiry.

"My expectation is clear and unequivocal," Ms Bligh said in the statement.

"Every public servant is to assist the Commission of Inquiry in every way possible and provide any information requested.

"I have today (Wednesday) directed my director general to issue a memo to all public servants to put this beyond doubt." Seventeen people died in the Lockyer Valley January 10 flood, three are still missing.
