Shadow Treasurer Joe Hockey says the government has no hope of returning the budget to surplus by 2012/13 as promised, unless it makes some tough cuts.

He says he's never seen a government so wasteful and reckless in its spending putting upward pressure on interest rates and making life more expensive for Australians.

On the eve of Treasurer Waybe Swan's fourth federal budget, Mr Hockey has told reporters the government simply wants to surf the mining boom back into surplus.
