Mr Swan said Mr Abbott's plan to cut company tax by 1.5 per cent, to 28.5 per cent from mid-2013 while imposing a 1.7 per cent levy on firms to pay for a parental leave scheme was contradictory.

"So Mr Abbott must be the only political leader in our history to announce a big tax increase followed by a small tax decrease on the same companies at the same time," he said in Sydney.

Mr Swan said he recalled Mr Abbott saying on June 27 that no one would notice company tax cuts of two per cent.

"So today he comes out with a company tax (decrease) which is even less than that, and says it's a big deal," Mr Swan said.
