A controversial $11.3 million public art proposal in Sydney's CBD has been endorsed by City of Sydney councillors.

Despite its budget blowout of almost $8 million, councillors approved the Cloud Arch project, which will see a massive steel sculpture soar over George Street near Town Hall.

The project was originally estimated to cost $3.5 million in 2014, but its new design and $11.3 million price tag were revealed last week.
